Study Literature Review Artikel Terindeks Scopus Perihal Kebijakan Berkelanjutan Untuk Mengatasi Kemacetan Lalu Lintas

A city without congestion is a form of support for the 11th sustainable development goal A city without congestion is a support for the achievement of the 11th Sustainable Development Goals (SDGs) "Sustainable Cities and Communities" and the 13th Sustainable Development Goals "Climate Action". Congestion in major cities in the world can cause several problems on the roads, such as increased potential for accidents, increased fuel costs, noise, and also air pollution. In Indonesia, in the process of implementation, the problem of congestion is still difficult to overcome. A systematic and integrated effort is needed to overcome congestion. The author conducted a literature review study on congestion handling policies in several countries based on searching for Scopus indexed articles and then processing them using VOSviewer. The use of this Systematic Literature Review (SLR) is intended to see studies or achievements in alleviating congestion in other countries so that they can be applied and used as lessons and then make comparisons with existing transportation policies in Indonesia and South Korea. The results of a literature review using the SLR method show that transportation policies in 5 countries on the Asian continent, namely Indonesia, China, Japan, Korea, and India have not been able to solve traffic congestion properly. Therefore, a holistic analysis is needed with systems thinking with the recommended recommendation being alternative 3, namely the policy of working from anywhere (on a network) is the easiest and cheapest solution to be implemented by the government. However, for the development of new areas such as the National Capital Development Plan (IKN), the most applicable solution is alternative 2, namely an integrated spatial planning policy.
Kota tanpa kemacetan merupakan dukungan untuk pencapaian tujuan pembangunan berkelanjutan (SDGs) ke-11 “Sustainable Cities and Communities” dan tujuan pembangunan berlanjutan ke-13 “Climate Action”. Kemacetan di kota-kota besar di dunia dapat menyebabkan beberapa masalah di jalan raya, seperti meningkatnya potensi kecelakaan, kenaikan biaya bahan bakar, kebisingan, dan juga polusi udara. Di Indonesia dalam proses pelaksanaannya masalah kemacetan masih sulit untuk diatasi. Diperlukan upaya yang sistematis dan terpadu untuk mengatasi kemacetan. Penulis melakukan studi tinjauan literatur terhadap kebijakan penanganan kemacetan di beberapa negara berdasarkan pencarian artikel terindeks Scopus dan kemudian melakukan pengolahan dengan menggunakan VOSviewer. Penggunaan Systematic Literature Review (SLR) ini bermaksud untuk melihat studi atau pencapaian pengentasan kemacetan di negara lain sehingga dapat diterapkan dan dijadikan pembelajaran kemudian melakukan perbandingan dengan kebijakan transportasi yang ada di Indonesia dan Korea Selatan. Hasil studi tinjauan literatur menggunakan metode SLR menunjukkan kebijakan transportasi di 5 negara di benua Asia yaitu Indonesia, Cina, Jepang, Korea, dan India belum bisa menyelesaikan kemacetan lalu lintas dengan baik. Oleh karena itu dibutuhkan analisis secara holistik dengan system thinking (berpikir sistem) dengan rekomendasi yang dipilih adalah alternatif 3, yaitu kebijakan bekerja dari mana saja (dalam jaringan) adalah solusi yang paling mudah dan murah untuk diterapkan oleh pemerintah. Namun untuk pembangunan daerah baru seperti rencana pembangunan Ibu Kota Negara (IKN) maka solusi yang paling bisa diterapkan adalah alternatif 2, yaitu kebijakan tata ruang yang terintegrasi.
