PROGRAM DAN PRAKTIK PERTANIAN ORGANIK RUMAH TANGGA KELOMPOK WANITA TANI TASIKMALAYA

Program pengembangan pertanian organik pemerintah di Kabupaten Tasikmalaya disalurkan melalui Kelompok Wanita Tani (KWT) dengan bentuk program yang didominasi oleh pelatihan. Jangkauan program pelatihan dalam kelompok penerima masih jarang diteliti, sehingga belum diketahui seberapa jauh pelatihan benar-benar sampai ke penerima manfaat dan apakah rumah tangga penerima manfaat menerapkan apa yang mereka dapatkan dari program yang diikuti. Penelitian ini bertujuan untuk mendeskripsikan jangkauan program serta hubungan keikutsertaan pelatihan dengan praktik pertanian organik para penerima manfaat. Data primer diperoleh dari survei yang dilakukan terhadap 117 rumah tangga petani yang tergabung dalam 10 KWT; perbedaan antara penerima dan bukan penerima pelatihan diuji menggunakan regresi OLS dengan standard error kelompok. Hasil penelitian menunjukkan bahwa pelatihan menjangkau 52,1 persen rumah tangga, jauh lebih luas daripada bentuk program lain. Penerima pelatihan lebih banyak menggunakan pupuk organik (69,5% berbanding 40,4%), mengurangi pupuk kimia (72,4% berbanding 51,2%), dan mengikuti pelatihan pengelolaan lingkungan (39,3% berbanding 10,7%), dengan karakteristik dasar kedua kelompok yang relatif serupa. Hal ini menunjukkan bahwa KWT dapat berperan sebagai saluran pelatihan bagi perempuan tani, meski pemerataan jangkauan di dalam kelompok dan penguatan kelembagaan pasar tetap diperlukan bagi keberlanjutan praktik organik.

Abstract
A government organic agriculture development program in Tasikmalaya Regency is delivered through women farmer groups (Kelompok Wanita Tani, KWT), with the program dominated by training. The reach of such training within recipient groups is rarely studied, so it remains unclear how far training actually reaches the beneficiaries and whether beneficiary households show different organic farming practices. This study aims to describe the reach of the program and the association between training participation and the organic farming practices of the beneficiaries. Primary data were obtained from a survey of 117 farm households belonging to 10 KWT; differences between training recipients and non-recipients were tested using OLS regression with cluster-robust standard errors. The results show that training reached 52.1 percent of households, far wider than other forms of the program. Training recipients used more organic fertilizer (69.5 versus 40.4 percent), reduced chemical fertilizer (72.4 versus 51.2 percent), and attended environmental management training (39.3 versus 10.7 percent), while the basic characteristics of the two groups were relatively similar. These descriptive findings indicate that KWT can serve as a training channel for women farmers, although more equitable reach within groups and stronger market institutions remain necessary for the sustainability of organic practices.
