Dinamika Koordinasi Lembaga Swadaya Masyarakat, Donor Internasional, dan Mitra Lokal dalam Program Kemanusiaan di Aceh

Abstrak


Penelitian ini mengkaji dinamika koordinasi antara donor internasional (INGO), LSM Global Ehsan Relief Indonesia (GER Indonesia), dan mitra lokal dalam program kemanusiaan di Aceh, dengan menggunakan kerangka koordinasi Yeheskel Hasenfeld (2010) yaitu pendekatan koordinasi formal, partisipatif, dan jejaring. Studi ini menggunakan metode kualitatif deskriptif dengan studi kasus, data diperoleh melalui wawancara mendalam dan observasi terhadap lima staf GER Indonesia dari berbagai posisi serta satu organisasi lokal sebagai partner. Temuan utama menunjukkan adanya ketimpangan peran dan distribusi kekuasaan, di mana donor internasional dominan dalam pendanaan dan pengambilan keputusan strategis melalui koordinasi formal yang hierarkis. Sementara koordinasi partisipatif lebih banyak terjadi dengan mitra lokal, efektivitasnya terbatas oleh keterbatasan sumber daya, kapasitas, dan ketidaksetaraan dalam pengambilan keputusan. Tantangan koordinasi multilevel juga muncul akibat perbedaan struktural, kultural, dan teknis. Ketergantungan pada pendanaan eksternal memperkuat posisi subordinatif mitra lokal, sehingga diperlukan strategi penguatan kapasitas, pelibatan sejak tahap awal, dan pembentukan jejaring kolaboratif untuk menciptakan kemitraan yang setara dan berkelanjutan. Penelitian ini menyoroti pentingnya perencanaan inklusif, komunikasi timbal balik, dan pemberdayaan lokal guna mendukung agenda global localization of aid.
