Peer Review Process
Responsive: Jurnal Pemikiran Dan Penelitian Administrasi, Sosial, Humaniora Dan Kebijakan Publik applies double-blind peer review to all published articles. Authors and reviewers are not disclosed to one another, and reviewers of the same manuscript remain anonymous to each other. The process is conducted entirely through Open Journal Systems.
1. Submission and initial screening
Authors submit their manuscript together with a Statement of Manuscript Originality signed by all authors. Every submission is screened by the editorial office using Turnitin before review. The acceptable similarity index is 20 per cent, excluding the reference list and properly attributed direct quotations. The index is treated as an initial indicator, and editors examine the report manually.
The editor then assesses fit with the journal's aims and scope, compliance with the manuscript template and author guidelines, and the completeness of the conflict of interest, funding, and data availability statements, together with evidence of ethical approval where the research involves human participants. At this stage the editor may correspond with the author, return the manuscript, or decline it without external review. This stage is completed within 14 working days of submission.
2. Reviewer assignment
Manuscripts that pass screening are sent to two reviewers selected for their expertise in the subject of the manuscript. Reviewers must not be affiliated with the same institution as any author and must not have any competitive, collaborative, financial, familial, or other relationship giving rise to a conflict of interest. Reviewers are required to decline an assignment where such a conflict exists.
Manuscripts received for review are confidential. They must not be shown to or discussed with others without editorial authorisation, must not be used for the reviewer's own purposes, and must not be uploaded to generative artificial intelligence tools or to any third-party online service.
3. Review
Reviewers assess novelty, the appropriateness and adequacy of the method, the objectivity of the analysis, the strength of the conclusions in relation to the data, the currency and relevance of the references, and the contribution to the field. Reviews are completed within three weeks.
Reviewers give one of the following recommendations: accept without revision, accept with minor revision, major revision, or reject.
4. Editorial decision
The editor decides on the basis of all reviewer recommendations. Where the two recommendations conflict sharply, a third reviewer is appointed before a decision is taken. Reviewer recommendations are advisory and not binding; responsibility for the decision rests with the editor.
The time from submission to first decision is eight weeks.
5. Revision
Authors are given two weeks for minor revision and four weeks for major revision, together with a written point-by-point response to the reviewers' comments. Manuscripts requiring major revision are returned to the original reviewers for verification. Manuscripts not resubmitted within these periods are treated as new submissions.
6. Final decision, independence, and appeals
The final decision rests with the Editor-in-Chief. Decisions are based solely on the scholarly quality of the manuscript and its fit with the journal's scope, without regard to the authors' institutional affiliation, nationality, sex, race, ethnicity, religion, or political beliefs, and free from commercial interest or institutional pressure.
Manuscripts authored by the Editor-in-Chief, members of the Editorial Board, or journal staff are handled entirely by an independent editor, and author-editors have no access to the review process for their own manuscripts within the system.
Authors who disagree with a decision may appeal to the Editor-in-Chief at pengelolajurnal2021@gmail.com, setting out specific objections supported by scholarly argument. The journal provides an initial response within 10 working days. Disagreement with editorial priorities is not an adequate ground for appeal.
7. Transparency
The journal publishes its acceptance rate and the average time from submission to first decision for each volume.
